Scott Waters , 20, of 5 Walmsley Road Darien was arrested Aug. 3 on charges of obtaining drugs illegally, possession of drug paraphernalia, possession of less than 4 ounces of marijuana, interfering with an officer, second-degree forgery and possession of a fake ID.
